Measuring PSAs in the South West

PSAs are generally nationally set targets. Often these have no regional apportionment. However, it is often possible to look at the data for each target at regional and sub-regional level, and to comment on how different areas are contributing to the national targets.

What are PSA targets?

Public Service Agreements (PSAs) outline the improvements that are expected by government expenditure. The PSAs are agreed every three years between the main government departments and the Treasury as part of the Spending Review process.

What are the current PSA targets?

The current PSAs relate to the 2004 Spending Review, which sets out spending plans for 2006/07 and 2007/08 as well as the spending plans that were already set for 2005/06 in the 2002 Spending Review.

The next review, the Comprehensive Spending Review, is due in 2007. It will set out spending plans for 2008/09, 2009/10 and 2010/11.

Skills, learning and PSA targets

There are a large number of PSA targets held by the Department for Education & Skills (DfES) that are directly related to skills and learning. Of those a number are related to the work of the South West Regional Skills Partnership (SWRSP). Those targets are as follows:

Objective II: Raise standards & tackle the attainment gap in schools

Objective III: All young people to reach 19 ready for skilled employment or higher education

Objective IV: Tackle the adult skills gap

Objective V: Raise and widen participation in higher education
