<description><![CDATA[ This Campaign for Learning briefing will examine whether we need a more flexible Adult FE system that can respond to the economic cycle. During periods of stable and steady economic growth the balance of public funding can be directed at an employer-driven system of Train to Gain and Adult Apprenticeships. Conversely, during an economic downturn, employer demand might be low, but adult demand might rise as those fearing the loss of their jobs need to be up-skilled and re-skilled. ]]></description>

<title><![CDATA[ New NIACE Seminars ]]></title>
<description><![CDATA[ NIACE, the Regional LSC, and the Local Authority Adult Learning Executive Group have been running a Seminar Programme for two years now. It has focused on key issues relevant to the development of adult learning provision. The Seminars have attracted over two hundred delegates from Local Authorities and the LSC and involved presenters drawn from national, regional and sub-regional organisations/agencies in order to utilise regional and national expertise to reflect the breadth and depth of the issues. 

<br><br>The SW Regional LSC, the SW Local Authority Adult Learning Executive Group and NIACE have now developed a series of four seminars for 2010, with a particular focus on adult learning and skills in the economic recession, the value of local intelligence, and personalization. The Seminar format is designed to provide:
<br> - national perspective(s);
<br> - regional contexts, methods and resources;
<br> - practical case studies demonstrating how strategic direction is managed in terms of ‘on the ground’ reality.
<br><br>The Seminars are all half-a-day, followed by lunch. The venue is Learning South West near Taunton. You can book into as many of the Seminars as you wish - they are free of charge. When you sign-up to a Seminar(s) you will be sent log-on details of our dedicated Information Platform  -  and there you will be able to access a wide range of resources related to the Seminars’ topics. The Seminars are:

This session will explore how providers can collect fees from both adults and employers across adult-responsive and employer-responsive provision. The session will also consider the lessons that can be taken from HE in relation to fees policy. Mick Fletcher, policy consultant, will discussion current policy, arrangements of fees, Train to Gain and Adult Apprenticeships.
