8. RECOMMENDATIONS FOR ACTION

This Regional Analysis has examined a wide range of issues of importance to the region, reflecting national priorities, regional objectives and needs. In this section, we summarise these critical issues and set out recommendations for action. The breadth of the report has inevitably led to a large number of recommendations, which we have grouped together under relevant policy headings. It is anticipated that these recommendations will form the basis of discussions by partners in order to derive a smaller number of key priorities for ESP action.

Many of the issues highlighted below are ones where regional partners are already taking a lead role. An ESP priority is one where collective action at a regional level is the most effective way of addressing the issue (whether solely or in conjunction with sub-regional/local or national action).

Nevertheless, there will be a range of issues which are so critical to the region's economic competitiveness that the ESP will have an interest in monitoring progress on them.
